Every shipment imported into the UK needs to be supported by a specific set of documents. Missing or incorrect paperwork is one of the most common causes of delay at customs, so it is worth understanding what is required before your first shipment is booked.
The exact documents needed can vary depending on the product, the transport method and the Incoterms agreed with your supplier, but most shipments will require the following.
Commercial invoice
The commercial invoice is the core document for any import. It sets out what is being shipped, the quantity, the unit and total value, the buyer and seller details, and the agreed Incoterm. Customs authorities use it to assess the value of the shipment for duty and VAT purposes, so accuracy is essential.
Packing list
The packing list details how the shipment is physically packed, including the number of cartons or pallets, weights, dimensions and what is contained in each unit. It supports the commercial invoice and helps customs and warehouse staff verify the shipment against the paperwork.
Bill of lading or airway bill
The bill of lading (for sea freight) or airway bill (for air freight) is issued by the carrier and acts as both a contract of carriage and a receipt for the goods. For sea freight, an original or telex-released bill of lading is usually required before goods can be released to you at destination.
Certificate of origin
A certificate of origin confirms where the goods were manufactured. This can affect the rate of duty applied, particularly where preferential trade arrangements exist, and may be requested for certain product categories even where no preferential rate applies.
EORI number and customs declaration
Your business needs a valid GB EORI number to import goods commercially into the UK. This is used to submit the customs declaration through the Customs Declaration Service, which formally clears the shipment and calculates duty and VAT due.
Additional documents where relevant
Depending on the product, further documentation may be required, such as import licences, certificates of conformity, safety certification, or fumigation certificates for wooden packaging.
